NPCI plans to let some merchants be charged a fee on large UPI payments. The start date, first set for October 15, has been pushed to after Diwali.
If you pay friends or family over UPI, nothing changes. Person-to-person payments are not covered, and NPCI says over 95% of payments to merchants will remain free.
The fee applies only to merchant payments above ₹2,000. Railways, telecom, insurance and fuel merchants would pay ₹5 a payment, and large merchants 0.4%, capped at ₹300. The fee is charged to the merchant, not to you, though some merchants may try to pass it on.
